Scaffold backend (FastAPI/uv) and frontend (SvelteKit/bun)

logging via LOG_LEVEL, ruff+pyright(strict) config, pytest passing.

Frontend: SvelteKit (TS) with prettier, eslint, vitest (unit +
component), adapter-node for self-hosted deployment on Zeus.
